(1) No offence under this Act or any rule or bye-laws framed thereunder shall be used by a court other than that of a Magistrate of the First Class. (2) No court shall take cognizance of any offence punishable under this act except on the complaint of the Secretary of the Board or of the Market Committee or any other officer authorised by the State Government in this behalf.
