Every officer or servant cf an Authority or of the State Government shall be liable for the loss, waste or misapplication, of any money or property vested in the Authority, if such loss, waste or misapplication is a direct ccnsequence of his wilful neglect or misconduct while such officer or servant was in the service of the Authority, and a civil case for compensation may be instituted against him by the Authority with tbe prior sanction of the State Government.
