The receipts of Authority under this Act shall form a separaH .. devel0pment fund and all expenditure under this Act, or. any develop· ment scheme thereunder, shall be defraved out of such fund. N0 portion of the fund shall, except with the sanction of State Government, be expended for purpose, not provided for by this Act.
