(]) Save as otherwise provided, the State Government shall appoint an Appellate Authority to hear all appeals arising out of the provisions of this Act, and the appointment shall be on such terms and conditions as the State Covernrnent may decide. (2) The person or persons appointed by the State Government as Appellate Authority shall have the qualifications prescribed by article 233 of the Constitution of India.
