Whoever contravenes, or resists the enforcement of any provi- sion of this Act or any rules or bye-law made thereunder shall, if no other penalty is provided for the offence under any law inforce for the time being, be punishable with fine which may extend to two hundred and fifty rupees for every subsequent offence after the first conviction.
