(2) The Chairman, or in his absence, the Vice-Chairman shall preside over any meeting of the Authority and in the absence of beth the Chairman and the Vice Chairman the members present shall choose one from amongst themselves to preside over such a meeting. (3) The quorum for a meeting of the Authority shall t e five, and if at any meeting there is no quorum the Chairman or tbe person presidrng 0v,:r the meeting shall adJourn the meeting or suspend until there is quorum.
