(3)All. expenditure in<ll1aed? the Council u,id« or for 1he purposes of this Act shall be defrayedfrom out of the Fund and any surplus@JnSining,. after . such ex.pen.di? bas been met, shall be invested in such manner. as may be prescribed. . . 19, (1) The accounts of the Council shall be maintainedin such manner-and in such.form as may be prescribed; (2) The Councilshall prepare an annual statement of accounts in such form and in SlJChmanner as may be prescribed; .
