The Executive Committee shall have the followingpowers and performthe followingfunctioll$,namely:- (a) It shall be competent to take decisions on behalf of the Council, subjectto the concurrence · of the Councilin all matters with policy implicatiollS; Provided that in urgent citcumstances the Executive Committeemay take a aecision subjectto tatlfication by the Council. In the event that such decision is not. rectified,it shall be deemed to have been withheld. · (b) It shall incur such expensesas are necessary to fulfil- the. objectivesset out in this Act and cattyout all decisions taken by the Council; (c) It· shall present before the Council the annual academic and financialaudit reports of the CollDCilfor its approval;and . (d) It shall have such other pafms, functions and duties as may be prescnoed.
