(1) The Government may regulate education in all the Schools in Manipur in accordance with the provisions of this Act and may, for this purposes, supersede, amend or modify any decision of the Board of Secondary Education, Manipur, in accordance with the provision of this Act and rufles made there- under. (2) The Government may establish and maintain any school in Manipuror may permit any person or local authority to establish andmaintain any school in Manipur, subject to compliance with the provisions of this Act and the rules made thereunder, save and except in the case of schools or educational institutions run by or; on behalf of the Central Government or by the authority thereof , (3) On and from the commencement of this Act and subject; to the provisions of clause (1) of article 30 of the Constitution, the establishment of a new school or the opening of a higher class or the closing down of an existing class in any existing school in Manipur shall be subject to the provisions of this Act and the rules made thereunder and any school or higher class established or Opened otherwise than in accordance with the provisions of this Act shall not be recognised by the appropriate authority.
