(1) (2) (3) (4) Provided that if a Minister ceases to be a Minister, the outstanding loan amount shall be recoverable from the salary receivable as a Member and the remaining balance, if any, from his pension. No person in receipt of a salary or allowance under this Act shall be entitled to receive any sum out of the funds provided by the Assembly by way of salary and allowances to the members thereof. The date on which any person become, or ceased to be, a Minister shall be published in the Official Gazette and any such notification shall be conclusive evidence of the fact that he become, 0r ceased to be, a Minister on that date for all purposes of this Act. The State Government may by notification in the Official Gazette, make Rules for carrying out the purposes of this Act. In panicular and without prejudice to the generality of the foregoing power such Rules may provide for,- (a) the allotment of furniture to the residence of a Minister for furnishing it; and (b) the grant of repayable Advance to a Minister for the purchase of a motor car. Every Rule made under this Act shall be laid as soon as may be after it is made, before the Assembly while it is in session for a total period of not less than fourteen days which may be comprised in one session or in two or more successive sessions and if before the expiry of the session in which it is laid or the sessions aforesaid, the Assembly makes any modification in the Rule or decides that the Rule should not be made, the Rule shall thereafter have effect only in such modified form or be of no effect, as the case may be, so, however, that any such modification or amendment shall be without prejudice to the validity of anything previously done under that Rule. Nothing in this section shall debar the State Government from making any rule with retrospective effect. The Manipur Ministers (Salaries and Allowances) Act, 1964 is hereby repealed. 4 SCHEDULE (See Section 7)
