Removal of difficulties.-,(1) If any difficulty arises .in giving effecJ to the provisions of this Act, the State Government may take such steps or issue such orders not inconsistent with the provisions of this Act as tho State Government may consider necessary for removing the difficulty: Provided that no order shall be · made under this section after tho expiry of two years from the date of commencement of this Act. (2) Every order made . under this section shall be laid before the State Legislature in the manner specified in sub-section (3) of section 19 of this Act.''
