Insertion of new Section 31A. - After Section 31 of the Act, the following new Section 31A shall be inserted, namely -— " 31A. Right to fishing. — Subject to the prbvisions contained in this Act, a fishetman shall have the right to fishing in the Loktak Lake in the manner as may be prescribed (Th.
