(I) The Board shall in respect of every fin<'nciaJ year prepare or cause to be prepared an annual budget containing a statement of the estimated receipts and expenditure of the administration of the Temple for that year. (2) The Board shall consider and pass the budget with altera- tions, if any, at a meeting or meetings before the commencement of that year, and a copy of the budget shall be sent to the State Government as soon as it is so passed.
