(2) Every meeting of the Board shall be presided over by the President,': and in his absence, by the Vice-President, and in the absence of both, by a member to be chosen by the members present. : 1 (3) The- quorum for' a -meeting of the Board shall be five, and if at any time during a meeting of the Board there is no quorum, it )I!ia\J, be the,,duty of the President or. the person 'acting as 'such, ·, to. adjourn. the· meeting : · Office and meetings or the Board. F11Bdions of the Board 6 Provided that if there is no quorum at a meeting, the Presiding authority shall, after waiting for not less than thirty minutes, and not more than sixty minutes adjourn the meeting · to such time of the following or some other day as it may reasonably fix and shall notify the same, and the business which have been disposed of at the original meeting, had there been a quorum thereat, shall be brought before the adjourned meeting and may be disposed of at such meeting or at any subsequent adjournment thereof whether there be a quorum or not. (4) Meetings of the Board shall be held at least once in two months, and the place for such meeting shall be at Imphal unless a majority of the members decide to meet at some other convenient place. ( 5) All questions at any meeting of the Board shall be deter- mined by a majority of votes of the members present and voting, other than the President or the person acting as sucn. The President, or the person acting as such, shall not vote in the first instance, but shall have and exercise a casting vote in the case of an equality of votes. (6) The Board shall have power to act notwithstanding any vacancy in the membership thereof, and any proceedings of a meeting of the Board shall be valid notwithstanding that it is discovered sub- sequently that some person who was not entitled so to do, sat or voted or otherwise took part in the proceedings.
