(l) The owner of any land, in respect of which any contribu- tion is payable, shall pay it in cash in such annualyinstalrnents not exceeding twenty as may be preseribed. Provided that if, on or before the date on Which the first instalment is payable, orat subsequent date within a period of two years from that date, the owner pays the entire contribution, as the case may be, he shall be entitled to aVrebate as may be prescribed 611 such contribution or balance of contribution, as the case may be. . (2) Contribution payable under this Act in rwpect of any land shall be deemed to be revenue demand due upon the said land.
