He shall also be the Education and Cultural Ambassador of the StateIn an honOrary capacity. (5) All powers relating to the proper maintenance of discipline in the University Shall stand vested with the Chancellor. (6) All the authoritiesand ofﬁces of the University shall‘ be Subordinate to the Chaneeﬂor.-'IlIe ChancelloI shall be and shall have plenipotentiary powers ofthe University at all matters pertaining to the Uhiversity. However, he will report to the GaverniII-g Board. ' (7) The Chancellor shall be entitledto II ﬁxed monthly honorarium or a ﬁxed monthly salary and all such customary and standard privileges, support services as. may apply and as may be requiredfor preper functioning of his powers and duties as Chancellor or as may be decided by the Governing. Board. ' (8) Every proposal for the corit‘erment of any honoI'ary degree shall be subject to the cohﬁrihation of the Chancellor and the Founder. "(9) The Chancellot' may take action as he deems 45 necessary in any emergency which, in his opinion, calls for immediate action. Rules and Regulations and of any appropriate Instrument are duly observed and he shall have and may exercise all - such powers ashe may deem necessary for thepurpose , (12) The Chancellor may, by orderIn Wﬁtihg. annul any proceedings of any of the authorities of the University which is not in conformity with this Act and the Statutes, the Ordinances, the Regulations, the» Rules or any other . _ law for the time being in force: Provided that, before making any such order, the Chancellor shall call upon such authority to show cause why such an order should Inot be made and consider the cause if any, shown bysuch authority within areasonable time. - (l3) The Chanceller shah have the power to sign, verify . and enter into agreements, contracts, documents, instruments and Iauthenticate nicords on béhalf of the; University and shall exercise such powers and perform such dutiesas may be presc‘ribedbythe Statutes. ’ (14) In all suits and other legal proeeedings by or against the UIIiversity.the pleadings shall be signed and certified by the Chancellor and all processes in suits and proceedings shall be issued to, and Iserved en, the Chancellor. ' (17) The Chancellor shall have the right to create / appoint any post and to appoint anyone for the post which he may think ﬁt. He shall also be emmwered to outsource any service or the work of the University to any organization, agency orto any persOn/s. This may be done in consultation withthe Goveming'Board. (18) The ChaineelchII'I~ shall be responsible for the execution of policies and measures approved by the Governing Board in relation to the University and, subject to such policies, the direction, supervision, and Control of the university, including its administration; and for the maintenance of discipline within the University and any ofIts eenters. (19) The Chaneellor shall- have powers to resolveany conﬂict in the manner he may think fit. in the event of there being a conﬂict inter-se between the functionary or functionaries or body or bodies and any other functionary or body of the University, then the'Issue shall be referred to the Chancellor and the decision'df the Chancellor in reSpect of sueh issue shall be ﬁnal and binding on the. University. ‘ (20) The Chaneeilor shall have the power tochange and to relocate the University IHeaquIarters and the AdministratiVeI Campus or the Main Campus of the University to any location or placein the State, subject to the approval of the Governing Board. He shall also have the powers to establish Main or additional Administrative Campus/ Research Campus at any location in or Outside Manipur, subject to the approval ofthe Governing Board, This is in addition to all such powers which may exist, (21) The Chancellor shall,- if present, be entitled to attend any meeting of any Authority, body 'or Committee of the III . . (23) The Chancellor shall also have the powers to(a) direct Officers, Faculty members, Teachers and other ' employees- of the University to takeupsuch assignments in connection With examination, edniimstration and such other activities in or for the University as he may consider necessary for the purposes ofthe University; (b) sanction by re-appropriation an amount not exceeding an amount prescribed by the Governing Board for an unforeseen item not provided for" in the budget and report it to the Governing Board at the next meeting; (0) create, re-designate and ﬁll cOntract. temporary posts inusuch a manner as may be prescribed bythe Statute; (d) make appointments of any employees of the University in such a manner as may be prescribed by the Statutes; (e) suspend, punish and remove, in accordance. with prescribed procedure, from service, the faculty, Ofﬁcers; Teachers and other employees of the University; (0 ' delegate, subject to such conditions as may be prescribed, any of his powers under this Act to an ofﬁcer of. the University; (g) appoint, . teachers, faculty, examiners or reviewers and paper setters for all examinations .ofthe ‘ University and reiated'schools, colleges, and institutions; » (h) appOint foreign and 106a! referees for evaluation of ' candidates for faculty positions; and (i)exercise and _ perform. such other powers and ﬁunetions as may be prescribed by this Act, its StatutesOrdinances et cetera. (24) The ChancellorIs empowered to appoint an inquiI-y_ ofﬁcer or officers for the purpose of inquiry into any matter which he Inay deem ﬁt for inquiry.The inquiry officer or oﬂicers, inquiring under this Act, shall be deemed to be a civil court for thepurposes of section 195 and Chapter 26 ofthe Code ofCriminal Procedure, 1-973. (Central . 'Act no. 2 of 1974) ‘ (25) The Chanceller may delegate to the Viee-Chanceiior or Registrar or any othe‘ Ofﬁcer of the University with su’ch or any of his pom5 under this Act or the Statutes, as he may specify I. (26) The Chancellor shall periodically submit a detailed‘ ' report of all his actions With reasOns (whenever necesSaI-y) for such actions to the Governing Board and shall place them before such meetings of the Governing Board for review. Governing Beard members shall be; (a) to act reasonably to ensure that the Governing Board carries out its functions and exercises its powers appropriately.-etfective1y and efﬁciently; (b) to act in good faith, honestly and for proper purposes consistent with the objects and interests ofthe University; (c) to exercise reasonable skill; appropriate care and diligence; and to take‘ reasonable Steps to avoid all conﬂicts of "interest unless they are deelared in accordance with the Constitution and Governance of the- University under this Act) or its Statutes, its-Ordinances, rules and regulations made there under. _ (2) A member of the Governing Board must not make improper use of his or her position as. a mem_berhon of information acquired because of his or her position as a member, to gain, directly orindirectly, an adVantage for the member or for anotherperson. 44(1) The Academic C Incil shall be the principal academic body ofthe Unversity and sha11,subject to the provisions of- this Act, the Statutes. and the Ordinanees . (5) Notwithstanding anything Contained in the foregoing sub-sections, the Chancellor may make new or additional Star*5 or amend or repeal the Statutes referred to in subsection (1). 49.“) Subject to the provisions of ‘ thisw'IAci and the Statutes, the Ordinances may provide 'for all or any of the "following matters, namely:,- (a) the admission ofstudents, the courses of study and the fees therefore, the qualiﬁcations pertaining to the award of degrees, dipiomas, certiﬁcates and other academic distinctions, the Ordinances. 56 conditions fer the. grant of feiiowshins and awards and ' the like; (b) the eohduct of examinations; ineiuding the terms and conditions of ofﬁce and appointment of examiners;(e)the conditions of resideIIce ofstudents and their general discipline; (d)the management of eoiieges, and institutiens maintained by the University; (42) the procedures for the settlement of disput.23 between the ' employees and the University, or between the students and the University; (9; the procedures for the settlement of disputes between the employees or students of a college or an institution and its governing board; (3) the , . procedure for any appeal by an aggrieved employee or a‘ student Of a college or. an institution; (h) maintenance of discipline among the students of the University, colleges, and institutions; (i)regulation of the conduct and duties of the employees of the University, colleges and institutions and regulation of the conduct of the students 'of the Univer'sity and of colleges and inStitutions; (j) the categories of misconduct for which action maybe taken ’ under this Act or the Statutes or the Ordinances; and (k) any other matter which, by or under this Act or the- Statutes, is to be, or may be, provided for by the Ordinances. (i) any other matter which by this Act or the Statutes is to be,‘ or may be provided for by the Ordinances (2) The ﬁrst Ordinances shall be made by. the Governing Beard with the previous approvai of the Chancellor and .the Ordinahces so made may be amended, repealed or added to at any time by the Governing Board, in the manner prescribed by the Statutes. . , (3)NotWithstan'ding anything contained in the foregoing Regulations; Power to make rules.
