Amendment of section ll.~ For section 11 of the principal Act, the following new section it shall be substituted, namely: _ “'11, Election of Members of District Council:— '(1) The superintendence, direction'and control or the preparation of electoral rolls for and the conduct of all elections to the District Councils under this Act and the rules made thereunder shall be vested in a State Election Commission consisting of a State Election Commissioner to be appointed by the Governor: » Provided that a casual vacancy shall be filled up as soon as after the occurrence of the vacancy:
