(1) Any person aggrieved by any decision of the Flood Zoning Anthority may prefer an appeal to» the prescribed authority within a period of ninety days from the date on which such decision was l3011;11:1111nicated to him; tvvithstanding anything contained in any law, custom, agreement 01'» Powers to prohibit restriction etc. in flood plain area.
