If it appears to a court on the complaint of any person that a girl under the age of eighteen is being treated with .cruelty by heifl parent or guardian or that such girl with or without the knowledge; of her parent or guardian is exposed to the risk of seduction or prosti-‘f tution or of living a life of prostitution the Court may direct the‘ parent or guardian to enter for a specific period into a recogizance to exercise due care and supervision in respect of such girl.
