Councillors, etc., of Zilla Parishads, etc., to be public servants.— Every Councillor and every member of a Panchayat Samiti and every officer and servant holding office under or employed by a Zilla Parishad shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code (XLV of 1860).
