Power of State Government to make special rules for certain matters.— With a view to effecting economy and obtaining standardization in certain matters, the State Government may make rules to provide for all or any of the following matters, that is to say— (a) the manner in which purchases of stores, equipment, machinery and other articles required by a Zilla Parishad or a Panchayat Samiti, shall be made by it ; (b) the manner in which tenders for works, contracts and supplies shall be invited, examined and accepted ; and (c) the manner in which works and development schemes may be executed and inspected and payments made in respect of such works and schemes.
