Failure to grant a licence and applications against such order.— If the Zilla Parishad fails to grant a licence under sub-section (2) of section 205 for a period of two months from the date of the receipt of an application for such licence, any person aggrieved by such failure may apply to the Commissioner, who may reject the application or may direct the Zilla Parishad to grant licence or grant it himself, and his decision shall be final.
