(7) Where any person holds any vacant land in any State to which this Act does not apply in the first instance but yhich subsequent- ly adopts this Act under clause (1) of article 252 of the Constitution and the extent of auch land together with the extent of the vacant land, if any, already- lucid by him in any other State to Which this Act applies in the first instance, exceecis in the aggregate the ceiling limit, then, he shall, within three months pt the commencement of this Act in the State first mentioned, filea statement before the competer'.t authority having juris- diction specifying the location, extent, v*1ue end such other particulars as may be P*"*cribed of all vacant lands held by him in that State and in such other State arid also specifying the vacant lands within the ceiling limit which he desires to retain.
