(1) The State Government may, by notification in the Official Gazette, make rules to carry out the purposes of this Act. Such rules may provide for levying fees for any of the purposes of this Act and for refund thereof. (2) All rules made under this Act shall be subject to the condition of previous publication, except when such rules are made for the first time.
