( 1 ) The State Government may make rules not inconsistent with this Act for carrying out the purposes of this Act. ( 2 ) In particular and without prejudice to the generality of the foregoing provisions, such rules may provide for all or any of the following matters namely :- ( a ) regulating the number, classes and grades of the State Reserve Police Force ; (b) administration of the State Reserve Police Force ; ( c ) recruitment, organization, classification and discipline of the members of the subordinate ranks ; ( d ) inspection of the Force ; ( e ) description and quantity of arms, accoutrements, clothing and other necessaries to be furnished to the members of the Force.
