( 1 ) The Board shall meet not less than twice in every year, and six months shall not intervene between two successive meetings. ( 2 ) The Chairperson of the Board may at any time, if the exigencies so demand, and upon a written request made by not less than one-third of the total number of members of the Board shall call a special meeting of the Board on a date not later than twenty-one days after the receipt of such request by the Chairperson.
