Nothing in this Part shall effect- ( 1 ) any obligation or liability already incurred under an incident of any patel watan before the appointed day, or ( 2 ) any proceeding or remedy in respect of such obligation or liability, and any such proceeding may be continued or any such remedy may be enforced as if this Act, had not been passed.
