( 1 ) If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by order published in the Official Gazette , give such directions, not inconsistent with the provisions of this Act, as appear to it to be necessary or expedient for the purposes of removing the difficulty. ( 2 ) No order under sub-section ( 1 ) shall be made after the expiry of two years from the date on which this Act comes into force.
