( 1 ) If the Charity Commissioner decides 1 [that any person connected with the trust] is liable to pay to the public trust any amount for the loss caused to the trust, the Charity Commissioner may direct that the amount shall be surcharged on the person. ( 2 ) 2 [The order] of the Charity Commissioner under sub-section ( 1 ) shall be final and conclusive.
