( 1 ) Save as otherwise provided in this Act, at the members of the Council, not being members ex-officio , shall hold office for a term of three years commencing on the date on which the first meeting of the Council is held after the nomination of the members under sub-section ( 2 ) of section 3. ( 2 ) The members of the Council shall be entitled to such compensatory allowances and at such rates as may be prescribed.
