Whoever, in contravention of a notification issued under sub-section ( 3 ) of section 24, circulates, distributes or sells any newspaper, news-sheet, book, leaflet, booklet or other publication printed and published outside the 1 [State] which contains any advertisement or matter- ( a ) which 2 * * solicits the use of or offers any intoxicant or hemp, 3 [or ]. (b) which is calculated to encourage or incite any individual or class of individuals or the public generally to commit any offence under this Act, or to commit a breach of or to evade the provisions of any rule regulation or order made thereunder or the conditions of any licences, permit, pass or authorization granted thereunder, shall, on conviction, be punished with imprisonment for a term which may extend to six months or with fine which may extend to 4 [ten thousand rupees or with both.]
