39. Permission to use or consume foreign liquor on 1 * * warships, troopships and in 2 [messes and canteens of armed forces.].- The 3 [State] Government may, on such conditions as may be specified 4 [by a general or special order permit- (i) the sale of foreign liquor to, ( ii ) the purchase, use or consumption of such liquor by,- ( a ) the members of the armed forces in messes and canteens 5 [of the armed forces], and (b) the crew of warships or troopships and the members of the armed forces thereon.]
