The 1 [State Government] may- ( a ) establish a distillery in which spirit may be manufactured in accordance with a licence issued under this Act on such conditions as the 2 [State[ Government deems fit to impose; (b) discontinue any distillery established; ( c ) licence, on such conditions as the 3 [State] Government deems fit to impose the construction and working of a distillery or brewery;
