Section 4

Making, variation and revocation of Scheme.

( 1 ) The State Government may, after consultation with the Advisory Committee constituted under section 15, and, subject to the conditions of previous publication, by notification in the Official Gazette , make one or more Schemes for Security Guards, class or classes of Security Guards in one or more areas specified in the notification; and in like manner add to, amend or vary any Scheme or substitute another Scheme for any Scheme made by it : Provided that, no such notification shall come into force, unless a period of one month has expired from the date of its publication in the Official Gazette . ( 2 ) The provisions of section 24 of the 1 Bombay General Clauses Act, 1904 (Bom. I of 1904), shall apply to the exercise of the powers given by sub-section ( 1 ) as they apply to the exercise of the power given by a Maharashtra Act to make rules subject to the condition of previous publication.
