(1) The State Government may, by notification published in the Official Gazette, appoint an officer holding the post not below the rank of the Secretary to Government to be the State Controlling and Monitoring Authority for exercising powers and discharging the functions assigned to it under this Act. (2) The State Controlling and Monitoring Authority shall exercise the following powers and discharge the following functions, namely :– (a) to monitor implementation of the provisions of the Act and the rules made thereunder ; (b) to supervise and review the work of the Registering Authority and Appellate Authorities ; (c) to advise the Registering Authority and Appellate Authorities for implementation of this Act and the rules made thereunder ; (d) any other powers and functions as may be prescribed.
