( 1 ) The Council shall, with the prior approval of the Government, appoint a Registrar who shall act as the Secretary of the Council. ( 2 ) The Council shall, from time to time, appoint such other officers and employees as it deems necessary for carrying out its duties and performing its functions under this Act. ( 3 ) The qualifications, salaries, allowances and other conditions of service of the Registrar and of other officers and employees shall be such as may be prescribed. ( 4 ) The Registrar and any other officer or employees appointed by the Council under this section shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code, 1860 (45 of 1860).
