( 1 ) A person shall be disqualified for being elected or nominated as, and for continuing as, a member,- ( a ) if he is an undischarged insolvent ; (b) if he is of unsound mind, and stands so declared by a competent court ; ( c ) if his name has been removed from the Register or List and has not been re-entered therein ; or 1 [* * *] ( d ) if he is a whole-time officer or servant of the Council ; 2 [( e ) if he ceases to be eligible in the category from which he was elected; or
