There shall be paid to the President, Vice-President and other members of the Council and to the members of the Executive Committee and other Committees (if any) appointed by the Council, and to the Chairman and members of the 1 [* * *] appellate authority referred to in sub-section ( 4 ) of section 19, such fees and allowances for attendance at meetings, and such reasonable travelling allowances, as shall, from time to time, be prescribed.
