Improvements Committee to be constituted for the purpose of carrying out the improvement of the city.— The Corporation shall appoint a Committee to be called the Improvements Committee for the purpose of the improvement of the city, in accordance with the provisions of this Act, and subject to such conditions and limitations as are in this Act contained.
