Notice, etc., by whom to be served or presented.— Notices, bills, schedules, summonses and other such documents required by this Act or by any regulation or by-law made under this Act to be served upon or issued, or presented or given to any person, shall be served, issued or presented or given, by municipal officers or servants or by other person authorized by 3[the Commissioner or the General Manager] in this behalf.
