Punishment may be imposed for breach of by-laws.— In making a by-law under 5[section 461 or 461 A], the corporation may provide that a breach of it shall be punishable with fine which may extend to 6[two thousand rupees] and, in the case of a continuing breach with fine which may extend to 7[one hundred rupees] for every day, after conviction for the first breach or after receipt of written notice from the Commissioner to discontinue the breach, during which the breach continues.
