Occupier to amend returns, if found defective.— If any enumerator or other subordinate officer employed in the collection of such schedules or returns shall find any of the same defective or in any respect improperly filled in he may return the same to the occupant of the building or, residence to which the same relates, together with a written notice requiring that the same be duly filled in or amended within a period of forty-eight hours.
