New places for disposal of the dead not to be opened without permission of Commissioner.— No place, which has never previously been lawfully used as place for the disposal of the dead and registered as such, shall be opened by any person for the said purpose without the written permission of the Commission, who, with the approval of the Corporation, may grant or withhold such permission.
