Halalkhor’s duties in certain cases may not be discharged by private individuals without the Commissioner’s permission.— In any portion of 1[Brihan Mumbai] in which the Commissioner has given a public notice under clause (a) of section 142, and in any premises, wherever situate in which there is a water-closet or privy connected with a municipal drain, it shall not be lawful, except with the written permission of the Commissioner, for any person who is not employed by or on behalf of the Commissioner, to discharge any of the duties of halalkhors.
