Powers to make regulations for fire-brigade.— The Commissioner shall from time to time make regulations for— (a) the training, discipline and good conduct of the men belonging to the fire brigade, (b) their speedy attendance with engines, fire-escapes and all necessary implements on the occasion of any alarm of fire, (c) the maintenance of the said brigade generally in a due state of efficiency.
