Considerations which shall prevail in making the scheme.— In making an improvement scheme for any area, regard shall be had to the conditions and nature of neighbouring parts of 1[Brihan Mumbai] and of 2[Brihan Mumbai] as a whole, and to the likelyhood or improvement schemes being required for the neighbouring and other parts of 3[Brihan Mumbai].
