3[The Improvements Committee] to consider and approve draft scheme submitted by Commissioner.— On the submission by the Commissioner of a draft improvement scheme 4[the Improvements Committee] shall take such scheme into their consideration and may approve the same with or without such alteration as it thinks fit.
