Power to open ground etc., for purposes of such inspection and examination.— For the purpose of such inspection and examination, the Commissioner may cause the ground or any portion of any drain or other work exterior to a building or with the approval of 5[the Standing Committee] any portion or a building which he shall think fit, to be opened, broken up or removed: Provided that in the prosecution of any such inspection and examination as little damage as can be, shall be done.
