Buildings, etc., not to be erected without permission over drains.— (1) Without the written permission of the Commissioner no building wall or other structure shall be newly erected, and no street or railway shall be constructed over any municipal drain. (2) If any building wall or other structure be so erected or any street or railway be so constructed, the Commissioner may, with the approval of the 5[Standing Committee], remove or otherwise deal with the same as he shall think fit, and the expenses thereby incurred shall be paid by the person offending.
