Summary proceedings may be taken against persons about to leave 6[Brihan Mumbai].— (1) If the Commissioner shall at any time have reason to believe that any person from whom any sum is due on account of any property tax 7[* * * * * *] 8[or theatre tax] 9[* * *] is about forthwith to remove from 10[Brihan Mumbai] the Commissioner may direct the immediate payment by such person of the sum so due 11[* * *] by him and cause a bill for the same to be 12[served on] him. (2) If, on 13[service] of such bill, the said person do not forthwith pay the sum due 14[* * * *] by him, the amount shall be leviable by distress and sale in the manner herein before prescribed 15[* * * * * * * * * *] and the Commissioner’s warrant for distress and sale may be issued and executed without any delay.
